An under-utilized but structurally sound bulkhead was the opportunity to transform a tract of Government owned land behind the bulkhead into a state of the art free zone by planning a 90 hectare parcel into a mixed use district with warehouses, offices, showrooms and support services.  Located adjacent to both the new port and the existing international airport, the master plan created a fully serviced mixed use business park that was linked to air, land and sea access.  Careful consideration was given in the plan to ensure logical expansion, public access to the waterfront all within the necessary security and logistical requirements of an efficient and secure free zone complex.

This plan has enabled reuse of much-needed waterfront land in the capital city by relocating commercial services.  It also allowed for the expansion of new industry that diversified Aruba’s economy and created high-paying jobs on the island.
