Dahlak Archipelago, Eritrea

These islands had been a submarine base and with the shift in the geo-political landscape, the Government of Eritrea wanted to develop a series of resort towns on these islands. The planning strategy developed with the Government was to concentrate development into four or five villages with a central core town on the largest island in the archipelago and designate the rest of the archipelago as a national marine park and preserve. The largest island itself had a maximum amount of development identified with the rest designated as protected areas. The vision plan was prepared in conjunction with a strategic new expansion for the historic trading port of Massawa on the mainland.
