An EMS Approach to Water Resources Management

Many private corporations use Environmental Management Systems, or EMSs, to minimize environmental risks of their activities.  But EMS principles also can be used to manage entire watersheds by integrating public and private concerns for water quantity and water quality, environmental and human health, industrial and economic growth, and social well-being.  The fundamental approach is represented in the graphic below:
